UNFCCC (2017 - 2023)

  • Managed and coordinated all operational aspects of COPs (COP23 to COP27) and supported the political negotiations of the implementation guidelines of the Paris Agreement and the establishment of the Loss & Damage fund.
  • Coordinated the UN Bonn agencies' COVID-19 response, ensuring the continuity of UNFCCC processes and activities through virtual platforms and events.
  • As Deputy Executive Secretary at UNFCCC, ensured smooth secretariat operations, stable financial management, and effective support to the Executive Secretary on political and strategic issues. Fostered good relationships with party delegations, private sector stakeholders, civil society organizations, and youth through Action for Climate Empowerment.
  • Played a leading role in establishing and implementing the Code of Conduct within the UNFCCC secretariat and prioritizing a respectful working environment free from all forms of harassment, including sexual harassment. Actively contributed to the UN-wide task force on the Prevention of Sexual Harassment.
  • Actively engaged in Climate Action innovation and initiatives and represented UNFCCC at various international fora.
  • Restructured the UNFCCC secretariat to make it fit-for-purpose in implementing the Paris Agreement.

IOM (1990 - 2017)

  • Played a pivotal role in reshaping the programme and budget of the Organization, receiving recognition for his significant contribution. Under his leadership, the financial statements of the International Organization for Migration (IOM) consistently garnered approval without any qualified or negative opinions from external auditors and Member States.
  • Successfully managed the finance of IOM, overseeing a significant growth from $200 million to over $1 billion annually. His expertise also extended to conducting comprehensive reviews of regional structures and spearheading the delocalization of back-office administrative functions, which resulted in the establishment of the Manila Administrative Centre.
  • Instrumental in leading emergency response efforts, negotiating with Member States to secure budget increases, establishing funding mechanisms, and overseeing the successful implementation of strategic projects. 
  • Played a key role in the delocalization process of back-office administrative functions, which led to the establishment of the Manila and Panama Administrative Centre.
  • Initiated and led IOM's emergency response following the 2001 earthquake in Gujarat, overseeing the successful construction of 5,000 semi-permanent shelters and 1,000 permanent shelters for migrant salt workers. Instrumental in setting up and monitoring the multi-stakeholder Counter Trafficking project in India.
  • Conducted negotiations with Member States to secure increases in the Administrative Budget, establishment of the Manila Administrative Centre, and the delocalization process. Developed funding mechanisms to cover staff security costs and revised project-related overhead policies and rates.
  • Managed the affiliation process and negotiated conditions for IOM's entry into the UN Pension Fund (UNJSPF).
  • Successfully concluded the establishment of the second Administrative Centre in Panama City of Knowledge.
  • Acted as a catalyst in the development and implementation of the Organization-wide ERP system on the SAP platform known as PRISM.
  • Effectively managed the functions and administrative structures falling within the direct responsibility of DRM, maintaining good staff relations and overseeing approximately 15 official and 20 local staff.
  • Established and maintained a healthy staff separation fund, totaling $90 million, to cover liabilities towards staff.
  • Provided strategic finance and administrative support to manage significant  growth within IOM.
  • Played a key role in the transition team for the change of Director Generals, as well as the Structure Review Team to consolidate field offices and enhance HQ functions.
  • Contributed to the negotiations and conclusion of the IOM-UN relationship agreement, as well as the development of the Global Compact on Migration.
